# Meter Rules

Define the groups of visitors that will have access to free, metered, or premium content on your website

On the meter level of Engage, you can establish specific rules based on which your visitors will have access to different categories of content on your website. The three tiers that the visitors can be divided into are [**free**, **metered**, or **premium**](/engage/-MGi9-KKLwnWfoD36Ot6/fundamentals/glossary.md#meter-level).

## Meter Sets

Before adding meter rules, you need to create a [meter set](/engage/-MGi9-KKLwnWfoD36Ot6/fundamentals/glossary.md#meter-set). 

To do this, navigate to the Meter Rules tab in your Engage dashboard and click on the **+New** button in the top right corner. In the window **Add Meter Rules Set**, enter the name and (optional) description of your meter set.

Engage allows you to create and save multiple meter sets containing different rules. However, only one meter set can be applied for one configuration at a time.

You can also delete or edit (rename) your meter set by using the respective **Delete** and **Edit** buttons on the top right of the **Meter Rules** panel. 

Use the switcher next to these buttons to activate or deactivate a meter set. All your deactivated meter sets will be shown as grayed out in the **Select a meter set** drop-down menu on the top right.

### Importing and Exporting Meter Sets 

Additionally, by clicking the **Options** button in the top right corner, you can import or export a meter set. \

Selecting any of the meter set exporting or importing options will allow you to download or upload a .json file with the relevant meter set data.\
\
In the drop-down menu, select **Import to** upload an existing meter rule set. Then select the relevant .json file on your computer.

Clicking **Export** will open a window where you will be able to select the specific meter set to export (or export all of your meter sets at once):

## Adding Meter Rules

A **meter rule** is a combination of specific customizable conditions (called meter [qualifiers](/engage/-MGi9-KKLwnWfoD36Ot6/fundamentals/qualifiers.md)) that, when satisfied, will put the content your visitors are viewing into one of the three categories (meter levels): free, metered, or premium. 

To add a new meter rule, click on the **+New Rule** button on the far right of the meter rules panel. In the **Add Rule** window, enter the name and (optional) description for your meter rule, then click **Submit**. A **Rule Settings** segment will be added, where you will be able to select whether this rule is to apply on the **Free**, **Metered,** or **Premium** meter levels (by default, the rule is set to **Free**). \
You can also edit (rename) or delete your meter rule by clicking on the respective buttons in the top right corner of the rule settings segment.

A meter set can contain one or multiple meter rules defined for any of the three levels.

Engage processes meter rules one by one. For a particular meter rule to apply to your visitors, all the [meter qualifiers](/engage/-MGi9-KKLwnWfoD36Ot6/fundamentals/meter-rules/qualifiers.md) in that rule must match. Engage moves to the next meter rule if at least one of the meter qualifiers you added doesn't match the visitor's characteristics.\
Every time the visitors refresh the page or load a new page, Engage starts processing the meter rules again. If any of the visitor's initial characteristics have changed, and these changes match a particular rule – the updated settings will apply.

 After you selected the relevant meter level for your rule, you can proceed with adding [meter qualifiers](/engage/-MGi9-KKLwnWfoD36Ot6/fundamentals/meter-rules/qualifiers.md) to it.

Each meter rule you that you add must contain at least one qualifier. If there are any empty rules, Engage will be unable to publish your configuration.

### Used in Configurations

From the release 2.8.3 onwards, Engage users have a drop-down menu “Used in Configurations”, with the list of Configurations in which the selected Meter rule is being used.
