The permission checkboxes reflects the set up of the permission schema, i.e. the checked role is the one that will have the permission to:
Update article publish flow - means that you can change publishing for the article in Publication Planner
Allow drag & drop - moving the article in the calendar view will also change the scheduling of the publishing.
